PRIMARY OBJECTIVE
The Tender Specialist for Public Business at FLSI is responsible for managing, developing, and expanding
relationships with strategically important public sector clients. This role requires creating and executing
account plans, ensuring effective customer satisfaction, and identifying growth opportunities. The
Tender Specialist will collaborate closely with internal teams to provide customized business solutions,
negotiate contracts, and ensure long-term customer retention and business success within the public
sector.
The role reports directly to the Marketing Head and Public Affairs
Key Responsibilities:
• Development of public business of FLSI products
– Monitor PHILGEPS daily to identify key tenders for FLSI participation.
– Conduct monthly visits to priority LGUs to engage key stakeholders and identify business
opportunities.
– Attend supplier meetings with government agencies to explore tender participation
opportunities.
• Participation to national tenders
– Prepare required documentation for the bid process and ensure accuracy and eligibility.
– Submit all documents a week before the tender deadline to ensure preparedness.
– Coordinate delivery with both internal and external stakeholders for smooth tender
fulfillment.
• Successful management of LGUs and other government agencies tenders
– Provide monthly reports on the competitive landscape and potential opportunities.
– Actively participate by ensuring all documents are eligible and suggesting winning
prices.
– Oversee seamless delivery and closure of tenders for effective client satisfaction.
• Collection
– Manage collections to ensure payments are received within a 120-day period for all
tenders.
Key Accountabilities:

Key Requirements:
• Bachelor’s degree in Business, Sales, Marketing, or a related field.
• 2 years of experience in tender management, preferably within the public or government
sector.
• Proven track record in achieving sales targets and managing complex accounts.
• Strong negotiation and relationship-building skills.
• Familiarity with government procurement processes and compliance standards.
• Ability to analyze market data, develop strategies, and adapt to evolving client needs.
• Must be organized and detailed-oriented.
• Experience in sending proposals, customer follow up and monitoring progress.
• Excellent communication, presentation, and interpersonal skills.
• Willingness to engage in moderate to heavy fieldwork.
